Poor management and leadership in education institutions
Poor management and planning have a profound impact on what happens in the classroom. The lack of support and proper supervision makes for low teacher motivation and poor teacher attendance. Districts lack the technical expertise and management capacity to support schools and track progress in student learning. At the provincial level, policy and planning tend to focus on inputs and administrative issues rather than improving learning. Political indifference, poor governance, the lack of capacity and insufficient funding affect the functioning of the education system as a whole, with a direct impact on student learning.
